Internet public opinion has become unignorable influence on public opinion in current real life. Given the features of internet such as virtualness, disguise, divergence, penetrability ,etc, an increasing number of netizens prefer to express opinions and to pass viewpoints with each other by utilizing the internet. Therefore, a substantial amount of audience has been split-streamed from the traditional mass media to the advanced one. Internet public opinion breaks down the influence of traditional mass media such as newspaper, radio broadcasting and television and it challenges the traditional order of mass media as well.A multi-layer, all-channel and well-rounded systematic project is necessary to construct a sound guideline for the internet public opinion which is meant to be legitimate, feasible and supportive. Based on the current state of the internet public opinion guidance in Guangdong Province, vast efforts and comprehensive methods are called on to create the project. This thesis aims to analyze the characteristics of internet public opinion and the mass media mechanism and its inner rules. Strategies are proposed basing on the actual situation in Guangdong Province. They will give constructive contribution to the guidance of internet public opinion in the new era. Furthermore, conception of information of emergency public management is introduced. The main idea of this thesis is that guidance instead of control is the most essential method in managing internet public opinion. A number of rules in the guidance should be highly observed in order to solve the problem in reality.
