Today the world is undergoing a transformation from industrial economy to knowledge and information economy. With the rapid development of knowledge and information revolution, more and more manual labor is updated by information technology. Civil aviation industry, as a foregoer of information updating, takes full advantage of information devices to change the way of managing and decision-making. Safety is the thing of first importance for civil aviation development. To construct a thorough safety management system and become more competitive, the management informationization is imperative for a company in civil aviation field.Presently the core work in Flight Crew Standards Management Dep is the management of recruitment, student pilots, licenses, flight logbooks, training and qualification for pilots. The traditional paper ways to keep records is prone to human errors and hard to calculate and access remotely. Relying on the management information techniques, this paper designs a flight management system based on the flight management work in ShenZhenAirlines and with the reference of laws and regulations published by CAAC in recent years and other industry guidance documents in order to improve flight management efficiency, ensure training quality and enhance safety level.Following the designing concept and development process of traditional software engineering, this thesis analyzes the project requirements and then introduces how the soft is developed and designed on the basis of these requirements. In the software requirements aspect, this thesis firstly concludes the structure of flight management system according to the specific requirements of the traditional flight management business. Secondly it explicates the development concepts used in the analysis and design of the flight management system and further defines its the application range, development principle and purposes. Lastly it confirms the software framework, environment, developing measurements, developing language, the selection scheme of database and hardware environment required in developing this system. For the software design part, this thesis elaborates on the network topology design, TS studio design, each functional module design, business processes design, and data-base design taking the pilots'career as the main clue and on the basis of all the business in Flight Crew Standards Management Dept. For the system is still in progress, some of the designing details described in this thesis may be changed slightly with the further development of the system, but the design guideline will remain the same.ALL in all, this system mainly designed for pilots fills the gap in the Airlines software market. And set an example for the enhancement of Flight management in civil avation industry.
