The safety take a very important role in aviation transportation for it would cause enormous loss of life and property once there was an accident. With the development of science and technology, there has been great improvement in the safety of present flight vehicles. The key point of safety work in aviation transportation has been changed to air operational mechanism and construction of safety management system. Although there has been a lot of progress in air safety technology, the absolute quantity of aviation incidents have increased and there are increasing pressure on aviation safety management since the dramatic expansion of aviation transportation and growing aviation transportation volume. SMS is the new safety management method based on the classical quality management methods and integrated with risk management technology which adapts to current aviation safety requests. The construction of SMS has been widely adopted around the world.This thesis has reviewed human aviation safety management history, which is a history from concerning about the aviation system hardware security to system level safety management researching. Then the status and shortages of aviation safety management in China has been discussed, especially, the safety management status of Shenzhen Air Company has been analyzed. The thesis also summarized the origin and development of SMS in the world; discussed the organization and activities of SMS and the construction process of SMS management system; mainly studied the Risk Management technique in SMS; put forward a new example of Risk Evaluation Matrix. Based on the research of traditional model of quantitative risk evaluation, a risk source evaluation algorithm has been put forward.According to the theoretical studies above, taking the Shenzhen Airlines as the background, the thesis has analyzed the status quo of Shenzhen Airlines safety management, pointed out the necessity and importance of construction of SMS risk-resource management system by Shenzhen Airlines. Furthermore, using modern software development technology, according to classical three layer architecture design pattern, a SMS risk information management system whose main functions includes flight quality management, deviation management and risk management. The thesis has discussed thoroughly its function division, system structure and function realization. The thesis especially describes system requirement analysis, constructional design, detail design and testing process, then describes Web Service module, database access module and other key modules in detail. Finally the thesis put forward testing evaluation on some main parameters such as system concurrent user numbers, throughout, storage capacity and response duration. The system has been realized and put into trial operation in Shenzhen Airlines system.
