As the development of telecommunications service, as well as the growing competition in the telecommunications market, the existing copper access model can not carry out the needs of the high-speed broadband services in the future. On the one hand, operators must use the resources of copper rationally, which has invested in the construction over the years, on the other hand, operators have to carry out the "copper back into the light", to transform their networks and broadband transformation, enhance ability of network and enhance core competitiveness. How to choose between them, and transformation and evolution of the original network bothers cooperators. FTTH (fiber to the home) is the final form of the access network development. Passive optical network (PON) due to its simple, inexpensive, and reliable network topology is generally considered to be the ultimate solution to achieve FTTH. Author participated in the program of an local station in PSTN network transformation project of the development, construction and implementation in Jinan Unicom. The transformation of access layer in the local station includes both using AG with traditional switch, but also using of EPON, GPON technology, FTTB, FTTH way. This paper first introduces the mainstream FTTH technology, PON standard status quo, and a brief description of the principle of EPON, GPON, key technologies and technological advantages; Then introduced the application of a variety of access methods in the local network transformation in Jinan Unicom, and different access methods to analyze and summarize, focus is application and planning of PON network in the actual.NGN is a direction of development from the PSTN. PON is an important means to achieve NGN. In the access network, PON superior to the traditional access methods in all respects. EPON and GPON as two different standards, according to their own technical characteristics, play a different role in practical applications.
