Today, wide distribution of long distance trunk optical network, metropolitan opticalnetwork and access optical network has promoted the development of optical fibercommunication and greatly stimulated the users'requirement for voice, data, HDTV, VODand other broadband service, thereby promoting the access network to transform to bePON-based FTTH technology. With the application of FTTH technology, the increase inmarket demand and the decrease in construction cost, FTTH has become a new focus oftelecom industry development of China in 2011. Therefore, the users' broadband businessneeds and the construction cost are important problems for planning research of thebroadband access network.In this paper, based on the development of access network in China, the technicalfeatures between EPON and GPON were compared, and the access network planning wasinvestigated. Then the GPON-based FTTH design ideas and solutions were raised. Ourmain work is as follows:(1) The background of FTTH was discussed from the user number and services.Furthermore, it was demonstrated that FTTH could solve the current problems in the bearernetwork and meet the development needs of new broadband service. In conclusion, FTTHmay be the best access network building program to meet the development needs of theusers.(2) The technical features of EPON and GPON were introduced and compared, and itwas concluded that GPON technology was better than EPON technology.(3) The GPON-based FTTH access network programming, such as OLT, ODN settings,splitting, cables, wiring scheme and link loss, was designed, and then the access networkconstruction plan was raised.(4) According to the users'needs and the characteristics of access technology, thedesign proposal of GPON-based FTTH access network was put forward and its feasibilitywas verified. Finally, the economic analysis of the engineering was performed, and it wasconcluded that the FTTH access network had good economic benefits.
