In this dissertation, the construction of a real world government human resource management system platform has been analyzed.By now, the responsibility of government department is transforming, and the improvement of the efficiency of government services is required more and more. In government human resource management filed, a sophistic management information system platform is a key requirement. On this platform, system and application should focus on the exchange and share of information, and base on integration and share of all resources in their application domain. Applications would access and aggregate information from various data sources, and process and use these cross-field information in multilayer and multi-perspective fashion. Through the correlation analyzing and digging of data, the value of the data should be maximized.Beyond traditional network architecture model, this paper has built a "3 nets in one" style sophisticated network application platform, which base on "3 network, 3 database and 1 platform" policy of infomationization from central organization department. This platform archives the share and exchange of resource and information with central processing and storage of data. The security and availability have been improved, and total management cost has been reduced without unnecessary waste. Finally, the efficiency of human resources management in XiZhang has been improved。The main contents of this paper include:1. to build a sophisticated network infrastructure with "3 net in one";2. to build a centralized data center model;3. to build a data exchange model in a physical isolation fashion among 3 types of networks;4. to build a network security and data security model;5. to build a infomationization suitable for transformation from traditional work model to informational model;6. to build a network model for development of network technology and business interoperate.This paper is divided into 3 parts: preface,network and model constructing and summary.
