With the improvement of people’s living standards and diversity of their dailylife, the express delivery is increasingly needed by common people. Business of theexpress delivery is skyrocketing within these years as well. The express delivery hasentered every people’s life and become part of their lifes.Security and risk management of express delivery has become more and moreimportant as the highly rapid development of logistic and express business andfrequent usage by ordinary people recently. Risky incidents have very serious impacton the company. Meanwhile, risky management of the express delivery is quite toughbecause of its variability and Non-predictability. The four major international expresscorporations have their own risk management systems, while domestic expressenterprises have just started in this area.The risk management system for customer sending shipment can effectivelyimprove current shipment risk management work efficiency and the managementlevel by the analysis of waybill’s related information during the whole sending andreceiving process and combining with current industry standards and data analysismethod. It can pre-alert and handle the shipment with potential risk by its relatedinformation in the whole sending and receiving process. At the same time, thissystem needs to synchronize the latest waybill information timely and conduct riskanalysis and pre-alerting for the shipment rapidly in order to make sure that the pre-alert can be finished before the customer receive the shipment. To achieve thefunctions including: waybill information synchronization, pre-alert monitoring,containers inspection, pre-alert issued and so on. Moreover, to assist the staff toconduct pre-alert and tracking for the risky shipment, to achieve the risk inspectionand warning for the shipment as well as the tracking, handling and analysis for therisky shipment.Firstly, this paper will describe the source of the subject and the background, aswell as the domestic and overseas development status, and discuss this paper’sresearch contents, and make the objectives of system establishing. It conductsfunction analysis to the subject in terms of waybill information synchronization, pre-alert monitoring, containers inspection, pre-alert issued etc. according to system’sbusiness function request. Meanwhile, it analyzes system’s key technology and related algorithms. It describes the overall system structure, data warehouse, functionmodule design and interface design based on needs analysis. And gives detaileddescription for logical database design, physical database design, waybill datasynchronization, early warning and detection, container retrieve and issued moduledesign under the condition of pre-alert. And place the weight on the process designwhich based on waybill data synchronization and early warning and detectionoptimized algorithm. It describes the waybill data synchronization, early warning anddetection, container retrieve, issued under pre-alert and the realization of eachfunctional module in detail. Last but not least, to test the system business functionalmodule and the function performance, and draw a testing evaluation to prove that thesystem has met the early design and development goals.
