| Cultivated land, whose quantity and quality are significant factors for guaranteeing the food security of the nation, building a harmonious society, and promoting the society's sustainable development, is a basic resource and condition for the survival of humans. At present, there are several problems with our country's cultivated land resource, such as small per capita area, falling overall quality, serious degradation, insufficient backup resources, uncontrolled downward trend, etc. Therefore, the protecting of the cultivated land resources has become a global strategic issue concerning the sustainable development of our society and economy.Under the guidance of the informatization construction launched by Ministry of Land and Resources, in order to effectively solve the problems with developing and utilizing of the cultivated land, some domestic cities have began to gradually construct the protection informatization system of cultivated land with goals of resource supervision, macroeconomic regulation and control and social service. But most of the systems are scattered and isolated, and they cannot be connected with each cultivated land resources management system and cannot share data with each other. There are still other problems, such as low level of informatization, lack of analysis function, unable to integrate the graphics and documents, etc. With above problems, these systems cannot meet the demand of protecting the cultivated land resources under new circumstances.Our cultivated land protection auxiliary office system is one with a C/S/S three-layer frame based on C#.net. It can provide graphical support of the cultivated and resources'spatial data by GIS, and establish an uniform standard system and realizes seamless connection with other cultivated land resources information systems on the basis of open multi-sources data interface and network environment. In addition, it ensures the system's high usability, good expansibility and powerful portability through the MVC mode control on the user interface.Firstly, this paper introduces the development background of this system and relevant domestic and oversea research status, and use case diagram, class diagram, and timing diagram to establish models at each stage of the system development through UML model based on the concept of the object-oriented development idea. Meanwhile, this paper simply describes this system's logical structure, technical structure, business model, data model, function realization, test plan, etc.The cultivated land protection auxiliary office system based on GIS covers the functions of map view, data management, mark management, farmers to adopt analysis, and land audit. At present, it has been applied in the "Digital Weihai" land planning application demonstration projects. It combines data from cultivated land project with data from "Digital Weihai" geographic information public platform to protect basic farmland, manage and reclaim land, audit and approval of construction land, etc, and obtains good result. |
