For the perpose of motivating the farmer’s enthusiam to the farmland protection; increasing the farmer’s income; orderly impelling the reformation of the Rural Coordinated Experimental Zone in Chengdu, the system of Farmlad. Protection Moneys has been firstly founded in Chengdu for completing the compensation mechanism to protect farmland.The Farmland Protect Moneys is applied to the Land Transfer Guarantee Money, the subsidies for agricultural insurance, the subsidies for pensions of the farmers who are responsible for the farmland protection, cash subsidies for the collective economic organizations of villages which are beyond the responsibility to protect the farmland, according to the contract and90%of them is applied to the subsidies of the farmer’s pensions, and cash subsidies for the collective ecomic organizations. The management of the Farmland Protection Moneys involves several billions money, many administrative department, millions of farmers and collective economic organizitions as well as thousands of blocks. It is closely related to the vital interests of the peasants. It is Land Bureau’s current task-which needed to be implemented urgently to realize the automatic and digital networked management of the Farmland Protection Moneys all over the city, to ensure the responsibility of farmland protection to every household.After an anlaysis of the current situation on the management of Farmland Protection Moneys, this paper mainly looks into the deficiency in the current ways of management, integrating the information technology in management, using the advanced technic in E-government, and fininally to design and realize a complete management system for Farmland Protection Moneys.
