Reserve Forces is an important aspect of enhancing national defense's modernization drive, and it is also important to advance the ability of rapid mobilization when there are wars. Nowadays many counties work at the modernization drive of national defense. The condition is not same in different countries, the standards and methods are different, but the armed forces system of combining standing army with reserve army is similar. China is a developing socialist country. And the government combines the crack standing army with powerful reserve army, which is the guide line of national defense's modernization drive. And it is an important decision according to our national conditions. It has been found that the organization of reserve army can ensure the rapid mobilization when there are wars, and adapt the need of the forces augmentation in initial phase of wars.the thesis forces people management system uses C/S architecture on the whole,.integrated development language C# as develop tools, SQL Server 2000 as database platform. Through using advanced three-layer architecture, the system is implemented. The system includes function modules such as system management, base data management, department information maintenance management, the reverse forces people management, the reverse forces people plan management, the reverse forces people's training & equipment management. System management module mainly realizes the function of adding users and maintaining rights; Base data management module mainly realizes the function of maintaining department character & nationality information and managing departments'partition. Department information maintenance management module mainly realizes the management and query of servicemen & ex-servicemen's department information; The reverse forces people management module mainly realizes the management and query of service & ex-service reserve people; The reverse forces people plan management module mainly realized the query of adding & ex-service people numbers and the query of adding people plan; The reverse forces people's training & equipment management module mainly realized the statistics and query of the reverse forces people's training & equipment management.The reverse forces people management system has been used in practice and the system 1 programmed has achieved the expected effect. which get great approve of the army senior officer.
