Therefore, In order to improve working efficiency and set up a convenient and practical platform, we must realize the information sharing and promote the Office automation to optimize the system of document transfer.Firstly,this paper just based on the construction of the DTS(Document Transfer System)of Beijing Jingtie Economic&trade Development Center, and analyse the status of DTS from the information perspective. Followed from three aspects of application requirements, technical requirements and functional requirements in the DTS, research and analyse the distribution and receiving documents management, filing management and security needs. The Paper studies and analyses core functions of DTS, including document dispatching management, receiving management, signing and reporting management, achieve handling management, The Paper also discusses in detail the design of general project. Functions professional flow and database.Secondly,Using advanced network technology, databases, and Java technologies, set up data models at all stages and tracking mechanism in the transfer process combined with mature Word and Excel software etc., which is convenient to operate for authority staff and form a completed, fast and safe document transfer process.Thirdly, in the implementation of the system,,we discussed some function modules,it remains the main department,user,role,dispatch and document management.The system which operates normally and efficiently, lays a solid foundation for setting up an efficient and open management, realizing the needs of the project.Finally,to analyse the key and difficult problem on the design and implementation,and Propose the next research direction...
