Recently, as the Internet Web2.0 technology and the other new media technology, media communication methods and media culture forms have been changed in a earthshaking way. as the main characteristics of global, networked and interactive the new Media Environment has gradually formed. New media technologies' development has greatly enhanced the dissemination of information, and then to the public through participation in social, it provides more opportunities and means of exoression. At the same time, the conflict between rapidly development of the media & media information and the lack of literacy of mass media has increased. In the context of participatory culture, the traditional concept of media literacy education should also realize the concept of media literacy education to the new steering.Focus on new media literacy education to use the public media, critical ability, participation and creative ability, emphasis on personal communication with others, and the interaction between the surrounding environment, it's individual use of new media for social interaction skills. It means that each public place and media training, mutual construction of the other party, will undoubtedly push forward China's political democracy has a positive meaning.This thesis may use qualitative research methods at internal and national research on "new media literacy", the proposition that literature, the evolution of the meaning of media literacy sort of history, and analyzed in the context of participatory culture, new media literacy of local of meaning and practical significance, especially the new role of media literacy to empower the public to enhance democratic participation ability, So as to promote media literacy education in China to turn to new media literacy education, re-build with the current needs of the times and national knowledge of new media literacy, so that the audience and the media to nurture each other and actively participate in the process of building democracy in China.
