With the continuous improvement of network applications, Distance education has become the mainstream of the domestic and international education. Learners can seek the online resources through the distance education system. Meanwhile, most of them are still at a low level of resource sharing recently. For example, online curriculum designed as a whole, caused the courseware unable to separate from LMS. Sharing courseware is impossible between LMSs. The repetitions of construction waste lots of resources. Another example is that courseware lack of portability. Courseware is binding with LMS, which make online courses unable to be ported or modified, increased the difficulty and cost when customize personalized learning courses.In order to solve these problems, standard templates should be used. Then openness courseware and LMS would have realistic meaning. As a most significant standard of long-distance education, the biggest advantage of SCORM is the standardization and openness; the SCORM-based courseware would solve the compatibility problems between courseware and learning management system effectively, and realize the sharing and reuse of the education resources. They improve the efficiency of developing network tutorials, and greatly reduce the cost of development. This dissertation discussed several key issues on creation of SCORM-based LMS. Started with the introduction to the purpose and sense of this thesis, they described the SCORM and related technologies. On this basis, this thesis analyzed the needs of LMS, and emphasized the reusability and interoperability. The design and creation of LMS was completed, and the advantage on realize functions by Create independence modules was reflected. Finally, the relevant test and analysis was provided.This thesis summarized the theories and technology of SCORM and the way that using fuzzy algorithm to analysis learning behaviors, and a LMS based on Moodle was established. SCORM-based e-learning packages were produced to found an online curriculum. In the end, the learning behavior analysis system was realized.
