With the development of computer network technology and multimedia technology, distance education has already become strong motivity and effective means of reformation of traditional education. It breaks through the space-time limit, building up a pluralistic education system together with classroom education, boradcast education and video education. With one computer and equipment of access network, a person can study and train at any time. Compared with other education pattern, distance education has many advantages, such as free of space-time, sharing resourse, opening system, easy to cooperation. But now many distance education systems are incompatible, which has made troubles to resource sharing and cooperation. Puting forward and establishing distance education technology standardization can solve above-mentioned problems well. Distance eduction technology standardization is a series of technical specifications and guide, regulating the architecture of education system and offering guidance for software component, tool and design method in the education system. The standard-based distance education system has the same resource format, communication agreement of data transmission, learner model and learning recording mode, which has promoted the development of distance education. After studing a large number of distance education standardization system and referrence model, we have done deep study on standards related to learning management system which is the core of distance education system. These standards are IEEE LTCS 1484, ADL SCORM, IMS and CELTS. This system has the following functions: First, import the learning contents according with LMS standard, these learning contents can be made by any development tools. Second, the students' registration and management, based on student's identity, channel into its study schedule and study automatically. Third, the teacher's registration and management, teachers can look over the record of the mark, study and questions in learning process, write guidance. Forth, Automatic track and record learning process, result of studying, etc., control the study progress. Fifth, the form of study record accord with norm, can share with other learning management systems. We have also studied the making and packaging of the learning content. Finally carried on the self-disciplining test of ADL to the system, the system passes second test. Nowadays, the learning management system based on distance education standardization has developed successfully, but the specification will be perfect continually. The application of standardization needs to be developed along with the specification.
