| In recent years, domestic disasters, especially After the terrible Wenchuan "5.12" Earthquake,, all communication interrupt, inside and outside lost contact, disaster is unable to spread, leading to relief work great difficulties. This series of communication problems also gives us a new challenge in extreme conditions—how to establish effective under extreme conditions of communication contact.At present, there is a large gap between the field command and control functions we have and the request for perfoming the historical mission of new era in completing national defense mobilization, performing its reserve and emergency rescues and disaster relief work and the military drills and various military actions.This requires us to construct a army to quickly react in extreme cases (for example, urgent public incidents), in extreme surrounds (for example, no water, electricity, roads, communication available) and in comlex electromagnetic environmental conditions(for example, the electromagnetic interference both from outside and inside).This article is focused on improving the construction work for the city's defense mobilization in the field command system.Through direct participation, the author analysed the demand, system design, equipment chosen and fuction realization. The construction work of this system is aimed at constructing a strong national defence, so as to prepare for the future warfield and the disater relief work. This system is based on satellite communication, the comprehensive use of radio communication, internet communications, ultra short wave communication and fiber communication Reasonable reform of the vehicles and equipment chosen enable the emergency capacity to keep communicating in extreme cases.By integrated control, simpliflied openation, the system becomes quicker in reaction and easier in operation, reaching the interconnection of the headquarters operational command center and the information sharing of national defence commities... |
