Emergency management has been a major issue the governments need to face. In the Emergency Management System, Emergency Coordination Command Platform as the "nerve center", constructs the organization framework of the System. This paper, aiming at solving the problem that the current individual emergency system cannot transfer live emergency information timely, using instant messaging technology, relying on the 3G/4G broadband wireless transmission network, designs and implements the mobile app subsystem based on the Android smartphone, assisting the emergency management team to complete various tasks.This paper analyzes the XMPP protocol of instant messaging technology, masters the implementation principle of real-time chatting through the establishing process and related grammar of the protocol, designs the mobile APP subsystem infrastructure, using Openfire server and MySQL database as server-side implementation environment. This paper extends instant messaging protocol to satisfy the business needs, implements modules of registration and login, long-time online, message delivery, live report, task instruction, of which main function has that leadership referring to accident reports and making instructions; field personnel uploading pictures or videos; emergency task allocation and sending and receiving instructions. This subsystem makes good use of the high-performance of Android smartphone, overcomes problems of the bulky expensive traditional individual emergency system, improves efficiency of emergency personnel.The mobile APP subsystem implemented in this paper has been run in several domestic institutions for four to six months. It shows stable performance and good effect, achieving the system design objectives and requirements.
