In recent years, along with the development of computer technology and the Internet, organizations and individuals are increasingly frequent communication. This has given rise to communication technologies, particularly the increasingly high demands of emergency mobile communications technology. Emergency Communications, the cable network communications ordinary increasingly obvious drawbacks. At present, the GPRS and CDMA wireless networks rapid development, China's mobile phone users reached 420 million. It is projected to reach 650 million in September 2008. The popularity of wireless networks greatly insufficient to make up for the cable network. We also provide a solution to the new emergency mobile communications program.Efficient in the use of the GPRS network to facilitate the dissemination of information, the information security problems appear. In the paper, encryption mobile emergency communications system will not only ensure the smooth transmission of information, but also to ensure safe and reliable information to reach the receiver. As compared to the present emergency mobile communications which encrypted with the generally slow, easily deciphered, insecurity and other key management shortcomings, this paper presents a new type of emergency mobile communications solution based on GPRS network and modern encryption. In this paper, we give a detailed description of the system, and realized it by the GPRS network and the Windows operating system. Software and hardware combination model is suitable for a variety of different types of documents in the means of transmission. Also, a variety of data encryption algorithms are used to encrypt all kinds of documents. This system will not only encrypt data by hardware, but also can encrypt data use software lonely. This greatly improves the speed of operation and operating safety, reliability and convenience, the program has higher value. The system can be applied in various areas, such as defense, public security, customs, and government communications.
