The sudden public events have new characteristics and rules of the government to deal with crisis. We put forward new requirements with this concept, mode and strategy for a new challenge, to the crisis management and crisis coping research theory and method with the development of globalization and the coming of information society. In recent years, the booming of virtual reality ( VR ) science, especially the three-dimensional scene theory and application technology research of vigorous development, the simulation research on the field has achieved fruitful results, for the social crisis coping research has provided a new way.With the study of 3D animation, people can make use of virtual reality technology in public emergency scene simulation, thereby providing a visualization and maneuverability of the training platform, allowing users in the interaction of accident prevention consciousness raise.VR ( Virtual Reality ) technology is a computer graphics,human-computer interaction technology, sensor technology, artificial intelligence and many other areas of the integrated technology, with the computer to generate realistic 3D perception, making people as participants via appropriate interface, free to the virtual world experience and interaction. We developed the simulation system, the purpose is to hope to restore the true real accident scene complexity through this system, allowing users to understand at the scene of the accident escape knowledge and remedial method withpersonal experience.This system is based on virtual reality technology related theory, we study visual simulation with the sudden public crisis events ( fire ). Public emergencies are more unpredictable, cancer and number, seriously affect the social and economic order, which triggered the crisis will cause serious harm to the society. In the event the process, because the treatment opportunity transient, so, if the time pressure is relatively large, relatively high demand uncertainty, making critical decisions. Through scientific decision-making methods, the use of scientific decision-making process and ways of thinking, with a number of methods of analysis, can experience making effect make up, to prevent the irrational decision making, and to improve the public emergency response capabilities. So when a sudden event, how to speed the fastest to gather the necessary information, and make corresponding decision, on crisis management success or failure between the major. Therefore, scientific decision-making has become the key factor to effectively solve emergent events.This paper on one hand can be simulated, in cost and repetitiion, simulation has good efficiency and economic benefit, to provide large amounts of training data for decision makers. In order to facilitate the decision-making research of herd behavior with typical escape behavior, to make further escape strategies and fire facilities placement.In order to accomplish the system and in the virtual environment to realize the actual condition and flow visualization of simulation, need to establish the system in a variety of three-dimensional entity model, then studies the system model of motion simulation.The system is based on the OGRE 3D engine, with 3DS MAX model, using VC + + development language under emergency scene simulation. Roaming system by reading 3DS file reconstruction scene modeling, interactive process is the use of keyboard and mouse realize scenes in any direction to browse, designing is simple and convenient, low cost, the scene has a good sense of reality and practicality, can meet the basic need of users.
