For the mine rescue teams that exist in the emergency rescue aid, a wide range of geographical complexity and requirements quickly reach the scene of the accident, the subject of the actual situation from the mine to study and realize a vehicle scheduling management system which can effectively improve the efficiency of a rescue team.This scheduling management system is designed by the vehicle terminal, GPRS wireless digital communication network and dispatch center. It designs and customizes the proprietary communication protocol between vehicle terminal and dispatching center which is for data interaction. It ensures the accuracy, security and efficiency of information transference. In order to improve the display effect of dispatch center electronic map, we use MapX control in VC++ on the second development to achieve the map loading, layer control and geographic information query. Some shortages of geographic information points on the electronic map marked. So the 60 mining points mark all the detail information precisely on the electronic map. And we use location-based map-matching algorithm to improve the position accuracy of rescue vehicles. It comes true the best path planning of a rescue and improves the point of rescue vehicles quickly reach an accident of time efficiency by Dijkstra algorithm .According to the research of this subject, we have finished the task of building management systems of Ning Xia Coal Industry Group mine rescue team rescue vehicle scheduling.The scheduling management system is for mine rescue teams'emergency rescue and training in the daily work. Post-disaster dispatch center achieves the real-time monitoring; scheduling rescue vehicles arrive at the scene timely and realize the rescue purposes.
