The monitoring of the radio spectrum is an important measure for the management and protection of the radio frequency resources. Through the effective monitoring and management, the radio frequency resources can be used orderly and free from pollution. This can help us to make best and full use of the limited frequency resources.In the current radio spectrum monitoring activities, the real-time monitoring job has been mainly done artificially. The main fault is the low efficiency in the monitoring process, also some abnormal signals will be left out easily and this will result in high false alarm rate. These problems seriously affect the quality of radio monitoring for a long time and is disadvantageous to the development of the radio industry of our country.This thesis proceeds from the actual requirements and related functions of the radio monitoring. First we sum up the problems in actual application and its reasons. And then we optimize the current flow of the radio monitoring based on the above in order to improve the quality of monitoring and achieve the intelligence and high efficiency of the radio monitoring.The system is based on C/S model. The monitoring data is collected on the system server and at the client the data is accessed through the network. The development tools are on the VS platform and the SQL Server database. The system can deal with the radio monitoring business more efficiently, including real-time signal monitoring, signal locating, information query and log management and so on.The system can greatly enhance the operability, practicality and flexibility of the radio monitoring during the frequency spectrum monitoring process and reduce the false alarm rate of abnormal signals in order to improve monitoring quality of the radio system from the whole.
