Research On Electric Archive Of Gansu Province

With the rapid development of e-government and the popularity of the information technology in our province, e-documents are created in large amount and used more and more. They even take place of the traditional papers in some fields, and sprout strongly in the field of archives management system. Therefore, it's an urgent and important job to efficiently collect, store and use e-archives, and at the same time to ensure its completion, integrity and security in our province's archives management work. This paper is aimed to stimulate the situation of our province's e-archives management work, by means of analyzing some issues related to the e-documents management, to find the defects and the root causes in our e-archives management work, so as to improve the skills of our e-archives management work.By searching and surveying, this paper analyzed the current situation of the e-archives management and other related work of our province, and summed up the main reason by comparison and induction.By interpreting the definition and origin of e-documents and e-archives, this paper firstly discussed the definition of electronic archives; then, combined with theory of the document management and management knowledge, summarized the current situation of e-documents and e- archives management work of our province; analyzed the current understanding of the bias and backwardness, the weakness of the organizational structure itself, the defect of file management mode, the missing of supervision and guidance of the administrative department, the lagging behind of the construction of laws and regulations, the disjunction between implementation and industry standards, the unsoundness of responsibility system and the lack of talent and financial support, etc. On this basis, combining with the theory of risk management, the theory of lifecycle of e-documents, the theory of records continuum, the theory of business process reengineering and the related knowledge of organization structure, management by objectives and performance appraisal in management, come to a conclusion that we should improve e-archives management work of our province from six approaches:construct risk management system of e-documents management in our province, establish satisfactory management process of e-archives, form harmonized corporation mechanism, establish and improve legislative and legal system, construct performance appraisal system, perfect the support of guarantees.According to this paper, target management and performance appraisal methods should be introduced from the beginning of the e-archives management, that is, from the e-documents related issues, to optimizing the entire process supervision and safeguard so as to enhance the work of e- archives management.
