With the development of intelligent traffic management,the research and construction of Electronic police system gain more and more attention by the State. Electronic vehicle detection part of the police system as a core component,electronic police system directly affects the product quality and work efficiency.The overall determines architecture design,based on the analysis of electronic police system.Analyze of the basic structure of the DaVinci technology, the system software, a detailed design, and analyze the vehicle detection algorithm for detailed ,for the electronic police system characteristics and the basic functions to be achieved.In this paper,the following aspects are described:1) intelligent transportation system development process, and the current development of electronic police; 2) the composition of electronic police system and the introduction of DaVinci platform; 3) the introduction of multi-threaded programming.In this paper, the following aspects of the design and implementation are completed:1) application layer software system design;2) communication protocol within the system design and implementation;3) vehicle detection and tracking algorithm design and implementation. Although this application in the electronic police system has achieved initial success, but as a new technology to be further spread, but also the need for the following research:(1) increasing the license plate recognition, finish up the basic functions of electronic police system.(2) increase the H.264 codec functions, improve the efficiency of encoding and decoding. (3) to further improve the system processing rate of the video, capture for the system to effectively provide a guarantee.
