Design And Implementation Of Video Electronic Police System

Along with the development of Economy and Society, traffic congestion and traffic accidents happen frequently which lead huge loss in the national economy, social development and people's production and daily life. Therefore, people develop the ITS in order to solve the critical traffic problems. The ITS could improve the traffic condition, decrease the congestion, increase the transportation efficiency and provide the traffic safety. As an integral part of ITS, the E-police System plays an important role in standardizing the people conduct, preventing traffic accident, improving the level of executing the law and road traffic capacity. So far, the E-police System has been widely used in ShenYang ITS, and it achieve good result in improving the city's road traffic management and promoting the healthy development of cities. On the other hand, with the construction of city road and the increasing of vehicle amounts, there are a lot of problems need to be resolved for the application of E-police System.In order to solve the critical problems of E-police System, The author find his own solution at vehicle detection and License plate positioning. First, this paper introduce the composition and structure of the E-police system and control system .The paper focuses on solving the acquisition problems in the front-end module, raises the vehicle detection method based on detection of heart-shaped and the method of license plate positioning for further confirmation. At the vehicle detection area, using the algorithm of video frame difference, combined with the number of pixels'information in the difference image, implement the detection of Chuang Hongdeng action in the crossing road, and get a good result. At the license plate positioning area, this paper analyses the development and actuality of the License Plate Recognition, the meaning and the difficulty of the License Plate Recognition, the importance of license plate positioning for license plate recognition and focusing on the designing and implementing of the License Plate positioning algorithm.This project concentrates on solving the practical application problem. The author did a lot of experiment for the practical application. After long–term running the system at the crossing, the Video E-police system achieves good results which prove its practical value.Furthermore, this paper makes discussion about the shortage of this project and make advice how to improve it.
