AS followe as the rapid development of our economy, more and more people attention to the traffic condition. How to manage it effectively has gradually become the focus of the government. Based on the current situation, various intelligent traffic systems are studied, as well as to monitor the motor vehicles which rushing the red light is also important.Due to background above, designs an Electronic Police System which is embed in video can automatically detecte the illegality of motor vehicles is necessary. As an important part of Intelligent Transportation Systems, the Electronic Police System plays an important role in standardizing the people conduct and preventing traffic accident and improving the level of Traffic enforcement capacity. Firstly, the thesis introduce the detection technology and capture mode in this systems .secondly, introduce the Principle of Automatic capture technology in video embed into the Electronic Police System. Finally, the thesis discusses advanced technology of hardware and software design in the system.The hardware system consists of Inter-Process Communication,signal board and camera as the platform which main function is triggering signal, algorithm,and communication. In order to test of red-light running vehicles, the thesis uses an virtual ring method. It has improved conventional methods which is through the physical loop buried in the underground it will destroy the roads, installation complexly and inconvenient maintenance unconveniently.This project has a high practical value which will solve the Installation, maintenance and repair problems. Furthermore ,the thesis makes discussion the shortage of the system and make advice to improve it.
