The In recent years, the research on HD video electronic police is becoming a hotproblem of the intelligent traffic system. HD video electronic police contains theory andtechnology in areas such as Network, Communications, Digital Image Processing andPattern Recognition, and runs inside an embedded system. It is used in traffic junction,highway entrance and park as an assistant device to monitor and manage. So, HD videoelectronic police has significance for the development of intelligent traffic system in China.Meanwhile, it owns great practical value and broad market prospects.In the article, we do the research on the key problems in signal detection, digitalwatermark authentication and character recognition of license plate recognition. And weimplement and test the problems using VC++ and OpenCV in the project.Firstly, we describes the whole system framework and technology means, show thefunction and application of each module.Secondly, in signal detection process, we use the configuration file initializing thesystem’s running parameters, to reduce system resources consumption and improveoperating efficiency. By using YUV Color Space and adaptive threshold, we get the colorfor preliminary recognition. To avoid the noise of the external light change, we determinethe light status by comparing the light region again. We use genetic algorithms, statetransition constraints and template matching to solve the problem of lights shake. Theresult shows this method has high performance for light change and shake.Thirdly, in the process of digital watermark authentication, we embed watermarkinginto the DC component and the intermediate frequency by using the DCT transform toresolve the problems of JPEG compression and misrepresent.Finally, in the process of character recognition, we train the classifier of the characterrecognition by using AdaBoost algorithm, extracte the character feature using the Haarlikefeature and obtain the classifier to recognize the character.
