Since 1999, the number of motor vehicles in Huzhou City has been growing at an annual rate of 34%, leaving the national average far behind. The growth rate of cars was 40.3% (50.3% for passenger cars, 22.8% for freight cars), and the growth rate of motorcycles was 33.0%. Especially since the beginning of the 21st century, this expansion has been dramatic and causes a lot of challenges to the transportation in the downtown. Traffic violations and public security problems relating to transportation have increased year by year, such as running red lights, traffic tragedies and escapes after some incidences. In response to these problems occurring also in other cities, the Ministry of Public Security has implemented the Smooth Traffic Project. It is a systematic project, representing a process from empirical management to scientific management, from outdated management to modern management. The City of Huzhou has been actively involved and has started to building the electronic police system, the object of which is to improve the transportation management standard and accommodate the needs of our national modernization.In the continuous process of development and application, we should not only face the problems of protecting previous investments, normalizing construction models, enhancing efficiency, etc., but also solve the problem of coordinating an increasing number of electronic surveillance devices. The key to the problem is to find an efficient way to manage and maintain. The traditional technology that directly connects database and accomplish system integration has been unable to meet the needs of the current state. Through the design and application of Electronic Police Auxiliary System (EPAS), we can normalize the construction of the electronic police system. What is more important, we can solve the problem of expanding magnitude, and enhance the usage and maintenance of devices. Also we can extend the functions of the system.This thesis firstly analyzes first the needs for EPAS. The current research state and the design objective and principles are introduced according to the problems existing. I then propose the model and framework for the construction of EPAS. Based on the platform of Eclipse and the language of Java, we has developed a model of EPAS and has efficiently achieved all the designed functions. Lastly, I test all the interfaces of the system and show the efficiency of its development.Basing on J2EE, EPAS is easily implantable and extendable. It satisfies all the requirements for the current electronic police system and improves the unit informatization level. The real world applications prove that it functions very well.
