With the development of the digital technology and the information technology, new media play more and more important role in people's lives. We have to, how to deal with opportunities and challenges caused by the new media age has become an inevitable and difficult task for traditional media.First, this paper introduces the definition of new media and new media web site classification, analysis the competition between sites of new media websites and traditional media. Traditional media sites to suppliers on behalf of radio and television, new media site to the video-sharing site represented, discussed the risks and challenges which come from the process of building a new media site. Next, construction on the site were the shortcomings in the technical analysis, depth study of the implementation of platform technology for streaming media, described protocols for streaming media, principle and play approach, focusing on analysis of the structure into the streaming media platform, Carefully study the design of streaming media platform in the classification model, features and algorithms.Initially, do the analysis for the function and technology on streaming media platforms. Then design a comprehensive service platform for the site, and describes the structure of the platform, process for the content of the conversion and system components. Next, established the platform for streaming VOD, it use P2P technology to design a platform for streaming media living broadcast. In the platform of living broadcast, based on P2P technology to achieve the client's peer network, way to use peer to peer sharing of resources, and reduce the consumption of network traffic during the live broadcast, due to the use of the application layer multicast, it can avoids the influence of the broadcast quality of service that due to the increase for the number of users and resulting the increase in network traffic. Additional, apply the dynamic streaming technology to VOD platform to solve the structural defects and improving service to users, and then completed the load balancing feature witch can reduce the pressure of server in the site by modifying the key functions both in server-side and client-side. In the final of this paper, for a stress test for the streaming media platform in the site to ensure the stable operation of the platform, also gives the complete test process and results and a reasonable analysis. Completion of the site can solve the problem of bandwidth bottlenecks and service quality effectively by the use of new media technology and good resources witch in the radio television programs. It can also improve the scalability of streaming media applications and expand the development of traditional radio and television media by combined with application layer multicast, P2P, dynamic streaming, server load balancing, and so a number of technologies.
