The Design And Realizing Of The Health Services Information System

With deepening the reform of the medical and health services, people are more and more understanding the importance of the management decision supported by the community health services information. The information is everywhere now. People will get in touch with all kinds of information about the community health services every day. Information has been considered as one of the three major essential factors in human's social production and living (the other two are material and energy). The health information services system is an integration of the information system to satisfy residents' requirements of the basic health services, health education, disease prevention, rehabilitation, family planning technical services and general common disease, frequently-occurring disease diagnosis and treatment. The system is using the modern technology like computer software and hardware, network communication and information monitoring; it is easy, efficient, safe and reliable to use; and it is use for standardizing the community health services and scientific management. The system will improve the performance, management level and work quality of the health services by data acquisition, storage, manipulation, extraction, transmission, summary and analysis through the process of the health services. In the article 14th of "about deepening the reform of the medical care system opinions" which is issued by the State Council of the Central Committee of the Communist Party, it puts forward: "we have to speed up the construction of the medical and health information system. The key points are to set up the residents'health records and to construct the village community health information network platform..." Considering of the problems in the management of our community health services and the future developing trends of the community health services information system, when we are developing the system we should pay attention fully to use all current technology to solve the problems, consider the flexibility and expansibility of the system and adapt to the changes of future environment.This system is providing the terminal software system and business management software system for all community health institutions in Harbin area like county health bureau and the municipal bureau to realize the internal management of all the community health institutions and monitor the business regulation in the government's offices. It is use to realize the synergy among the hospitals, maternity and child care centers and CDC departments, and to realize the real-time settlement with the medical insurance departments. It will combine with the public health services web site to provide comprehensively health services for all the residents. Through the construction of a unity of community health service information system, we will gradually realize the unified regulations of the electronic health records for all the residents with the whole life cycle, lay a foundation to share the residents'health archives among all the levels of medical treatment institutions, and gradually realize the integration of the health archives and hospital clinical information.
