A Study On The Construction Of New Citizens' Health Information Precision Service Model

Since Prime Minister Li Keqiang first proposed the plan "Internet Plus" in the"Two Conferences",domestic industries of information service have been boosting traditional industries vigorously.Based on these,the information technology has been successfully introduced into the health industry.The health industry,as a vital issue which is connected with people's livelihood of China's economy,has attracted much attention from the country.President Xi Jinping put forward the spirit of"implementing healthy China strategy" at the 19th National Congress of the Communist Party of China and put people's health in a strategic position.However,the new citizens,as the main force in the process of new urbanization,have the dilemma of single access to information,weak awareness of prevention,health and information acquisition.In a sense,it hinders the development of social economy and the pace of urbanization and information construction.In order to provide efficient,convenient and accurate health information services to the public,this paper used the method of literature investigation,case analysis,statistics and data mining,questionnaire and interview and empirical research,and according to principles of model construction,like the accuracy of contents,the pertinence of service,the real-time of push,the simplicity of operation,we constructed the service model of accurate health information for new citizens.The research work mainly includes the following four aspects:(1)The excavation of the connotation of the new citizen's precise health information service.The article holds the opinion that "individualization" is not exactly equivalent to "precision".Personalized service is a service pattern which is completely based on the users' point of view and basic demands.It takes full advantage of resources and analyzes,integrates and recombines information collected from various channels,so as to push information to meet the users' basic demands.Different from the previous passive service,"personalization "is a thought mode constructed from the bottom to the top.However,the precise service should be a pattern which combines the bottom-up and top-down double direction together.What's more,the "new citizens' precise health information service" requires not only to be based on new citizens' basic and actual demands of health information,but also,to deepen new citizens' basic needs and behavior data deeply,so as to find the potential health information demands of them.That means the service knows the new citizens' needs better than the citizens themselves.It also needs to start from the upper demand and the macro perspective of social development to provide the latest health information to the new citizens.The precise information service mentioned in this research must satisfy the policy at the same time,that is,"promptness,authenticity and accuracy":Information pushing needs to be timely and not late;information resources should be real and not false.Service objects must be accurate and not redundant.(2)The selection and integration of health information resources.Through the case analysis of the domestic and foreign well-known health information website,we found that the resources of the existing numerous health information website mainly from the health administrative departments,medical and health institutions,information service institutions and other similar websites,blogs and other websites of enterprises which are related to medical and health,but medical colleges are not involved.As a special institution of health education,health information provided by medical colleges has the incomparable advantage of other units and organizations.Therefore,this research took resources of medical schools into service model.In the face of various sources of health information,the social credibility is different.In order to excavate more accurate and valuable health information from comprehensive information,we customized and developed the web crawler program for each independent website.For suspicious health information with low credibility,we used DISCERN tool to evaluate information content and health information whose final score was greater than or equal to 63.Finally we built the health knowledge base through the heterogeneous digital resource integration technology.(3)The construction of the precise-service module on health information.So far,the traditional approach to personalized recommendation is extensive,mostly based on human behavior,according to the behavior and the needs of the user,to satisfy the connotation of "personalization".However,"precision" not only requires viewing from the shallow practical demands of the new citizens,but also exploring the basic needs of them,and finding out their potential demands.According to the disease control and prevention guidelines and other documents,the paper reviewed the latest relevant literature to supplement indicators for health influencing factors,and obtained the health demand characteristics of new citizens by issuing questionnaires,and constructed a health indicator system.Around the index system,collect new citizens' health data.In order to carry on continuous collection of dynamic indexes,this study introduced wearable devices for dynamic data collection,and designed a set of data collection system to store data.By collecting the new citizens' static and dynamic health data,building a hybrid classification algorithm to calculate the rate of individual prevalence,and combining the rate of change of the various health indicators in the process of calculating,the author performed a cluster analysis on the new citizens,and then deliver the information in the health knowledge base to the corresponding new citizen class precisely via the WeChat public platform and the self-built app of Health Housekeeper.(4)The empirical research on the model of the new citizen's precise health information service.In order to verify the model's accuracy,finally the paper took hypertension as an example,and invited the heads of doctors in the field of hypertension diagnosis and treatment to conduct a one-year follow-up investigation on 500 new local citizens.The experts graded morbidity rate of hyper tension according to the follow-up investigation results and compared it with the grade came from the service model.The results showed that the prediction accuracy of the algorithm was as high as 96.27%.At the same time,this study designed a set of questionnaires targeted at the new citizens' satisfactory degree of information service and finally concluded that the new citizens' satisfactory degree was as high as 97.3 points.According to the two results,to a certain extent,we verify that the model has a good practical application value.Through the pushing of accurate health information for new citizens,we will enhance the new citizens' awareness of disease prevention,reduce the morbidity of diseases,reduce the medical expenses of new citizens,alleviate the shortage of medical resources,promote the rapid development of new urbanization process,and boost the realization of "healthy China".
