Design And Implementation Of Health Services Portal System In Regional Health Information Platform

Health information is one of the eight aspects of deepening the health care system reform.Regional health information service platform which connects all the institution, includingmedical and health institution, the administrative management of the business unit and someother relative institutions in a region together, is a data exchanging and sharing platform of thebasic business information system. And it is also the mainly content of health information.After more than ten years of development, we have made many achievements in healthinformation. However, there are also many urgent problems to be solved, such as lackinggeneral schemes in regional information, lacking horizontal coordination and top level designin the construction of many health information systems which was usually finished by someinstitutions or departments alone in vertical level. In this case, many problems arised, such as“Information Island”,“information cannot exchange freely” etc. The development of regionalmedical and health information system is severely restricted by those problems. Under theguidance of government, the key to go through and overcome above problems is to break upthe traditional fragmented political system and build up a unified and efficient regional healthinformation service platform. It has integrative resources, can exchange and share informationwith other system freely, and obeys the principle of transparency and openness.Health service portal system is the window and important sub-system of regional healthinformation service platform. Based on a District regional health information service platformunder construction, this paper researches and designs the health service portal system. Themainly research content is as follows:1) The research about regional health information service platform in and aboard is made.Look up and read relative paper in and aboard to get a understand of the research status.And also get to know the current research status about regional health informationplatform of other cities in china.2) The requirement analysis of regional health information service platform and healthservice portal system in china is made. Setting a District as an example, the paper made arequirement analysis. Firstly, the functional requirement of the platform is analyzed. Andthen the paper made a deep requirement analysis based on four kinds of customers of thehealth information portal system that is the public, the resident, the community doctorand the hospital doctor.3) Design regional health information service platform and health information portal system. Establish the principles of system design and design the general transaction flow of theplatform, the general data flow and the platform architecture. Furthermore, the design oflogical structure, functional structure, entity model, and transaction flow of healthinformation portal system was made. Lastly, the performance of system was analyzed.4) The development of health information portal system is based on WEB. Based on J2EEplatform, the paper has built up the health information portal system and gave a mainlyfunction interface of the system.
