The unemployment problem is related to the national economy and the people's livelihood. It is an important matter, and has direct impact on the lives of everyone. During the current process of China's unemployment personnel management, for the off-line workers of state-owned enterprise, it is emphasized that the unemployed persons are self-digested by enterprise, not pushed to the society as far as possible. Shengli Oilfield, as the China's second largest oil production base, has made great progress in the construction of production and management of information technology. An oil field data center has already been constructed, including the oilfield production management, ERP systems, enterprise human resources system, and production of decision support systems, etc. But for the unemployed persons, especially for the construction of information about the unemployed person's, children, co-solutions staff is still in the stage of beginning. Management of unemployed persons have problems, such as information are not timely updated, gap exists between current management status and information technology requirements, and management are not standardized. At the same time, the unemployment management center is in low level of application. Problems existed in the sharing with other information systems. It has become the bottleneck of the response speed to the overall enterprise information. Therefore, the construction of a management information system will provide good support to the management of enterprise unemployed persons.Based on characteristics of oilfield unemployed persons and the actual work, the requirements are analyzed, the existing work processes are optimized, business processes are designed and realized, and for the purpose of decision-making, the analytical model of an unemployed person and the query efficiency are researched. An analysis model based on the ID3algorithm is implemented.The main research work is as following:1. Shengli Oilfield unemployment level of management is very backward in a semi-artificial way to restrict the level of corporate management information. To solve these problems, based on the analysis of the status of the oil field unemployment person management, a solution is proposed, relying on the Shengli Oilfield's local area network, software and hardware conditions, to implement the information management to the oilfield unemployed persons. The characteristics of the unemployed person information management are analyzed. An unemployed person analysis model is designed based on the ID3algorithm. The information technology management methods can effectively raise the level of the oil field of unemployment personnel management.2. B/S architecture is adopted to design an integrated management information system of unemployment personnel management for the oil field companies. The core of the system is the unemployed person analysis model based on data mining. The analysis model can find the factors impacting the testing scores of the unemployed persons, and provide quantitative analysis tools and decision-making supporting for leadership. Unemployed personnel information data warehouse is designed in the system, so that more accurate and timely data collection and mining of unemployed persons may be achieved to solve the problem of incomplete or asymmetric information in the past data dispersing management.3.In this paper, the unemployed personnel management information system is designed, implemented and analyzed. It shows that the unemployed personnel management information system could solve the problem of inaccuracy of information, untimely data processing and information lag caused by distributed management. It could improve the efficiency of the management of unemployed persons.The unemployment management information system has optimized the management methods of the unemployed persons, and has played a positive role to improve the competitiveness of enterprises and the level of information.
