In recent years, the development of Chinese shipbuilding industry can be attributed to cheap labor. However, as the economy grows, the prices of materials, especially the price of steel has been rising, and the labor cost has also been increasing steadily. In such the situation, in order to improve international competitiveness, the shipbuilding companies should improve production efficiency by lean management. Efficient planning and control is vital in achieving high productivity.Efficient planning and control is the way to increase shipbuilding productivity and competitiveness. Aimed at the optimization and configuration of master schedule, the article studies and discusses from the following aspects:Firstly, system model is put forward. Based on a review of shipbuilding model about the integration of hull work, outfitting, painting, WBS (Work Breakdown Structure) and the planning system are expanded. Then the master plan system model is put forward. The model describes the relationship among all modules in this system and the relationship between this system and other systems. The system model is the foundation of the following plan.Secondly, aimed at this problem about accumulated working hours, the algorithm of the cumulative curve of the work hours is put forward for the first time. The algorithm uses S-curve empirical equation as a model, and gets the cumulative curve of the old ship's working hours by restricting the scope. Then all types of work hours and volume information can be obtained by some mathematical transformation and decomposition. It makes the distribution of the labor more balanced and steady.Then, aimed at the berth allocation problem, the algorithm of berth using plan is put forward. The algorithm uses the remaining area as heuristic rules and uses the berth using plan as input, and considers sufficiently the various constraints to solve the berth allocation problem, and it is important for the delivery.Finally, the design and implement of system is carried out according to the needs analysis. System design includes functional design, database design, software design and system use case design. The MVC model is adopted in the system implementation. Using an XML file as an intermediary, and chart is displayed by edogantt plug-in. Through the application and testing of the system, the algorithm in the article has been demonstrated. As a part of the national 863 plans projects, the system has passed inspection.
