With the improvement of living standards, resident have a higher requirement for heating comfort level. Meanwhile, in order to adapt to the major reform of socialist market economy, low carbon and energy saving have increasingly becoming current heating theme of our country. However, the current heating situation of our country can neither satisfy resident's heating comfort requirement, nor achieve the aim of low carbon and energy saving. The main reason is that most heating enterprises of our country still using traditional approach of compute heating costs by area. In this way the measuring equipments are not needed to install, while indoor temperature can not be adjusted.Aiming at the current situation of single method of computing heating costs and difficulty of charging heating costs, after carefully analyzing the multi-mode of heating charging, an improvement on the basis of existing computing heating costs method is put forward. And a service platform for networked and multi-mode heating charge is builded. On the aspect of computing heating costs, this service platform supports the traditional approach of compute heating costs by area, the new approach according to measurement, and two part prices. On the aspect of collect heating costs, this service platform can support the traditional heating company hall charges, bank collecting heating costs and the new user paying heating costs online. In addition, this service platform provides online temperature setting function, which allows the user to set indoor temperature through the internet. Through the integration of multi-mode, the service platform meets the individual requirements of both different users and different heating companies. Therefore, the main work of this paper includes the following aspects.(1) Aiming at individual requirements of heating companies and users, after deeply analyzing approaches of computing heating costs, methods of paying heating costs and way of paying heating costs, a model of heating multi-mode is builded, which can satisfy current most demands of heating companies and users. A model of service platform for networked and multi-mode heating charge is builded.(2) Aiming at the analysis of two part prices, the irrationality of this method is described. After discussing a few key factors, which affect houses's heat consumption, a improved calculation method is concluded, which can effectively solve the inequality of two part prices and make the distribution of heating costs more reasonable.(3) The heating multi-mode is applied to service platform of heating charge. Requirement analysis and design of service platform for networked and multi-mode heating charge is finished one after another. (4) The service platform for networked and multi-mode heating charge is implemented. Including the architecture of heating charge service platform, business component, partly key program. At last, partly crucial operation interface of heating charge service platform is displayed.
