Methods of heat-charging of railway buildings have been relatively backward. It is stillin the stage of manual accounting and Microsoft Excel software accounting. Managementof building is also disorderly; replacement department, property department and heatingdepartment have their own building asset accounting. Information is not shared and dataencoding is also inconsistent, which results in the disjointing of assets and the heat-charging.Omission occurred occasionally. This not only affects the economic interests of the heatingdepartment, but also affects heating services. In this case, exploring this system can improvethe building asset management level and its efficiency, and also enhance the informationmanagement of heat-charging.Firstly, this thesis gives a thorough description of the current status both in China and inHarbin Railway Bureau. Based on this research we know that the whole system must be doneunder the accurate assets data, therefore this system must include two parts---assetmanagement and the heat-charging. Combined its complexity and diversity we determine theexploring methods and further we propose the whole informationized solution forheat-charging.Secondly, a thorough research on property and heat-charging management has beendone and the thesis gives a description of the class and rules of codes of assets and theprocedures of management. It also further discusses software structure of this system. Incombination with the characteristics of the heat-charging in Harbin Railway Bureau andconsidering the number of users, system load, Railway status and other factors we put forward the hardware structure, software structure and network infrastructure, and it lays thefoundation for the implementation of this system, and for the first time we quote the assetmanagement concept to the railway industry.Thirdly the thesis discusses the algorithm used in normal charging, late fees chargingand refund fees, which provide the standards for heat-charging calculation.Based on the whole research we design the heat-charging system for Harbin RailwayBureau. The thesis descripts the design of the module, the data base and some key parts indetails. It consists of two major modules, asset management module, which is directed atmanaging and the definition of assets' attribute, and directed at the replacement of the assets;the other module, charging module which realizes the function of heat-charging. It includesdecentralized collection payment and the whole collection payment.Finally, the heat-charging system is put into use and implement. By a specific examplewe demonstrate its effectiveness. This system greatly improves the heat-charging efficiencyin Harbin Railway Bureau, reduces the number of non-payment user, facilitates thechecking work between statistical department and financial department, and also providesdecision-making data for the Railway leaders at the same time lays the foundations for othersoftware developing.
