Abstract/Summary:
With the development of Internet technology and artificial intelligence, government management also enters networked intelligent management era. Because traditional e-government could not meet social needs for its simple function, electronic means & automation tool are urgently needed to gather, process, and share various information source in and outside of the government, so that information source can provide information service for the social public as well as decision support for the government. With Ontology-based e-government knowledge management system the demand of e-government development could be met; not only the structure of government organization and work flow would be optimized, providing high quality, standard, transparent and comprehensive management and services to the whole society, but also the knowledge resources would serve better for government to achieve knowledge sharing and improve government efficiency, with enhanced management, services and decision-making capacity.The study of e-government knowledge management based on ontology is still at the starting stage. By referring to experience of ontology applied in related field, an e-government modeling framework based on ontology is provided in this thesis, meanwhile, key technology such as how to design ontology-based e-government system, label information collection, and develop its individuation service is studied. First, ontology-based e-government knowledge management system is designed. The designing idea changes from the traditional information organization based on key words to Web Ontology Language (OWL) organizing government affairs. Methods in all procedures are explained and designed. E-Government thesaurus is used to guide building government ontology, with the analyses on its possibility and the steps taken to achieve it. The process and algorithm of automatic labeling are designed. Finally, the framework is implemented, with an application illustrating this framework could provide intelligent e-government service.Aiming at the present e-government application, this study provides an acceptable formula and an e-government service framework for ontology-based e-government knowledge management. However, the building of public government ontology and accurately automatic labeling of information collection still need further optimization in the future.
