With the knowledge economy era coming, knowledge has become the most important resources of enterprises instead of labor, capital and natural resources, especially for some specific areas, such as medical diagnosis, legal settle a lawsuit, troubleshooting, etc. These areas are depended on the professional knowledge and experience to a large extent. The professional knowledge is often non-coding-based, practical, dynamic, context-dependent and highly personalized, which is an individual accumulated step by step in the long practice. It is a human brain as the carrier of knowledge, and is the individual who can not be separated from cognition.How to use professional knowledge to guide work and provide a basis for analysis and decision-making is currently facing a problem, particularly in the field which is required the more domain knowledge. In this paper, we discuss the field of ontology-based technology to build the knowledge base with the medical domain as the application background. We build knowledge base, to achieve knowledge management, and based on SOA to build a medical diagnostic knowledge representation and reuse management system, through the expertise of description, management, organization and use to achieve professional knowledge sharing and reuse, thereby achieving dynamic medical diagnostic targets.
