With the rapid evolution and wide application of information technologies, theconstruction of electronic government has become a national development strategywith great importance. This thesis points out that one key problem in e-governmentdevelopment is that there is a lack of specific management notion. The view of is tointroduce knowledge management idea to the e-government development, so as toaccumulate, use and create the government knowledge while implementinge-government. This thesis aims at the approach of knowledge management basede-government information platform, especially for the national educationinformationlization. The research outcome lies in the following aspects:Knowledge expression is the base of knowledge management. Aknowledge expression is presented, utilizing ontology and description logics.It includes the specification of knowledge base and the related formaldescription logic system which is with the reasoning ability of consistency,satisfiability, subsumption and instance checking.Metadata is the effective method for knowledge management. Accordingto the requirement of national education informationlization, this thesisexplores the learning resource management techniques and the documentmanagement in MOE's OA system. The former results in the national standarddraft of LOM (learning object metadata) with a core elements set, and theresource searching scheme based on LOM which supports the interoperationamong heterogenous learning resource. The later results in a mechanism forknowledge constructing storing, extracting, sharing and creating ine-government system.Workflow is an important implementation means of knowledge sharingand creating. A workflow model is introduced to implement documentmovement. As consistency is a key issue in workflow, this thesis proposes aformal specification of consistency and the process methods when task fails.The document management and movement in MOE's OA system is alsoimplemented.This thesis also puts forward a multi-tier loose coupling supportingplatform for e-government system, which supports the integration ofheterogeneous application, scalability of system, and interoperability ofresources and system modules. Based on it, a management system for MOE isdesigned and implemented. As the e-government system for the department ofscience and technology (MOE), with comprehensive functions, it highlyimproves the management efficiency.
