In the context of the national cultural system, China is experiencing a new round of television media change. State-owned television station set up TV media group by turning into enterprises, which is the cause of most of the preparation of the production sector retreats. The business model under the market economic environment determines that the reform of cultural enterprises will regard the business profits as the most important interest demands. The public services which are afford by the television media have been weakened again and again, the public has been in embarrassment. Thus the tendency that the entertainment and the vulgarization derived from the television is more evident. Then how to protect and develop the public nature of television media when facing the surging tide of market economy become the focus of this article.This article is devided into four chapters. The perface introduces the research background,study, study characteristics, methods and structure of the overall framework of full text. Describing the operation status of China's TV media and the specific content of Shanghai TV "Reform and Transformation". Combing theory and relevant research which are at home and abroad,and put forward the ideas and structure of this study.Chapter First summarizes the theory related to the applicability of traceability.This article references the cultural industry theory of Adorno and Habermas critical theory in the public domain.This paper argues that, although there are fundamental differences between Chinese and Western conditions, due to Adorno and Habermas's theory of China's TV media in the real evidence can be found,so it can apply to change the public nature of the analysis of the media. And the paper makes a clear definition of the public nature of China's TV media based on the inductive theory.Chapter Second analyzes the public nature of China's TV media, history and development of the process. The paper devided this public nature of the Chinese television media into the evolution of germination and growth, and weaken these three periods of restricted. With each period of national and social development of the background, using the part of the TV program as a starting point, analyzing the reason of evolution of television media dual attributes. Chapter Three use the refrom and transformation of Shanghai TV as a case, pointed out the meaning and purpose from the commission revolution. Cutting into the operation of the Shanghai TV after the restructing,selecting the "depth of 105"and "the Japan earthquake in live", and part of the hit show for the specific analysis. Sorting through relavant data system on the TV shows to explain the impact of media publicity.The paper combined with the ways of literature research and case analysing. explored the causes and development track through the historical evolution and the analysis of the existing pilot, and give the reasonable proposal at the end.Chapter Four analysis the theory about the construction of domestic scholars summarized TV system with Chinese characteristics, proposing the redevelopment of the media public. Through the introduction of the BBC and NHK which are the excellent public television systems in the world, combining with the China ChongQing TV which is under the welfare reform and proposing the advices and possible options used to the construction of China's public television system. In addition, proposing the different angle to reconstruct the public television media with the help of the government and the effort of industry.The paper combined with the ways of literature research and case analysing. explored the causes and development track through the historical evolution and the analysis of the existing pilot, and give the reasonable proposal at the end.
