Studying Of Functions And Influences Of The New Media On Network Under The STS Horizon

During the late 1960s to early 1970s, due to the enormous power of the atomic bombs which exploded in World War II and global environmental problems, a new discipline, STS (abbreviations of science, technology and society), flourishes up in world range. It's the first time that people set the interactive relationship of science, technology and society as an independent research object. It represents the new values and the development of technology and society, coordination development of human and nature, since then, the research of the relationships of science, technology, and society into a new stage. The 21st century is the era of informatization, period of technology develops rapidly. The Internet is the product of interaction of technology and social. It's the typical representative of development of science and technology in this period. When the network is used to spread information which has news value, it became new media on network. The history of new media on network has just about ten years. But it has already broken the monopoly position of traditional media, and quickly develops into a mainstream media. In addition, it has a profound influence to social systems, people's life styles and thinking ways. The network media has created huge social influence, which is one of the important research topics of STS. In this paper, the author attempts to discuss from the horizon in the STS, probe into the function and influence of network media, so as to make the positive influence of network media to make the greatest value, overcome its adverse effect timely.The basic idea is: to set the interaction between science and society as the main line. First, the paper starts with the base of new media, network. The product of the interaction between technology and social, network, plays a powerful social function. When it is used to transmit information with news value, it becomes the new media on network. Then, the paper enters into the key part that the paper will introduce the functions and influences of the network media. In the last part, the author will give suggestions of controlling the new media combining with the negative impacts of network media to society.Part one of this article is to analysis the social background of the emergence of network, which is the base of network media, and its social function, from the angle of interaction of technological and social. This part can be said to be matting, intended to elicit new media, also analysis network, the technology base of new media.Part two of this article is the key part of paper. In this part, the paper mainly introduces the functions, characteristics and development of network media. Since 1998, the new network media receive the formal recognition from international society, only in ten years of history, it has a huge impact to all aspects of people's lives. All of these are because of the unique advantages of new network media are different from traditional media, such as massive information, real-time spread, openness and interactivity. In addition, from the history of the new media, on the one hand, primary media forms such as BBS, web portals, instant messaging, weblog and micro blog, etc. emerge constantly; on the other hand, some big social events such as Wenchuan Earthquake promote it improvementThe third part is to expound this technology functions and social functions of new media. This part includes information dissemination function, text continuity function, the media supervision function and entertainment function. This section is also the key part of this paper.The fourth part bases on the law of value which is one of the three laws of STS theory, studying on positive and negative influence, and control ways of new media. This is not only the key part of this paper, but also is the difficulty part. Network media are not only promote people value of idea of human-oriented, lifestyle, but also promote national legal system. Technology has a positive value to society with negative value. The new media is no exception. It brought happiness to humans, at the same time, produced some adverse effects, such as in "Jasmine Revolution", corrupt official like Zhou Jiugeng and"Sexy Photo Gate". In order to overcome the negative impact from the new media, in this paper, the author suggests the government, web portals and cyber citizens taking actions to control and minimize the negative effects of the new media, on the other hand, to maximize the social value of the network media.
