Of Network Public Opinion To Guide Strategy

Along with the development of network, internet burst out huge power,public opinion has affected all aspects of social life. The status and role of network public opinion is increasingly ap-parent. Network public opinion is a "double-edged sword":on the one hand, to provide public participation platform, undertake social "pressure reducing valve" role, on the other hand, it en-courages the spread of internet rumors, which caused many social problems. Controlling public opinion in the right way can enroll the economic development and social progress; or it would destroy the normal social order. Therefore, its effects must be taken seri-ously enough, especially its negative effects. Current situation of network public opinion is severe, leading to effective control with-out delay.The body of this paper is divided into three chapters. The first chapter is overview of network public opinion, including the definition, formation, features and function of network opinion. This part introduces the domestic origins of public opinion and representative concept about public opinion from domestic and for-eign organizations and academic circles. Finally, the author sum-marizes her own views. Then, paper analyses the formation of network opinion mainly from its forming process. The characteris-tics of network opinion mainly include four aspects--Open-ness, spontaneous and subject anonymous, instantaneity and vari-ability, and also its impact strength and exclusiveness. The paper summarizes the effect of network opinion briefly.The second chapter is the necessity of strengthening network opinion guidance. The paper explains the positive role of network opinion from different angles, and summarizes the negative influ-ence existing in network opinion through reference to classic case in order that we can propose the targeted and feasible measures. China's status of network opinion increase difficulties in guiding network opinion. Plus the problems in the current course of guid-ing public opinion strengthen the network opinion guidance appear more necessary.The third chapter discusses the methods of guiding network opinion from six aspects. Paying more attention on such problem; Strengthening the construction of mainstream network position, with mainstream voice guiding consensus; Network media com-bined with traditional media, achieving to multi-dimensional guidance; Change and innovation, establish work mode and man-agement mechanism in line with the network characteristics; Strengthen the relative ethics, etc. At the same time, given the particularity of unexpected events for the specific analysis re-search. Strictly implement the above measures, can urge network opinion moving in the right direction, making the network opinion development becomes the impetus of social progress, become an important component of socialism harmonious society.
