The Influence And Guidance Of Network Public Opinion

In recent years, with developing at an alarming rate, the impact, function and coverage of the Internet is consistently expanding day by day. Under this new circumstance, intensifying monitoring and guiding network consensus, and making the Internet develop in a stable and organized environment have been an important work to the government. One side, within strong flexible spreading function, the Internet is becoming a very important communicating and distributing platform to the whole society. It also enables the public, vulnerable group and marginal group to have the power of speaking out and political participation. Now the government couldn’t ignore the strong effect created by network consensus any more. On the other side, the universality, openness,anonymity and resistance to control of the Internet, make the newtork consensus become complicated and varied. If the government leads network consensus inappropriately, this will make inestimable effect that the public starts doubting governor’s administration ability and public credibility. On the contrary, if the network consensus is monitored and leaded appropriately and promptly, the relationship between the public and government would be well promoted. Therefore,it is very necessary to analyze the impact of network consensus spreading to public security management to find out the way to calmly respond to and effectively deal with network consensus crisis. In that case, governor could turn the crisis around opportunity, thereby aiming to create a harmonious and stable society.This essay systemically meanwhile introduced the concept and theory of network consensus and public security by following four parts: concept, characteristics,reasons and problems in current network public opinion guidance. Meanwhile this essay summarized the global research progress regarding network consensus. Based on previous content, this essay analyzed ‘Fire accident in Ouhai District, Wenzhou(September 2, 2013)’, and ‘Wenzhou High-speed train accident(July 23, 2011)’ two incidents which reflected network consensus management issue. And the argument regarding the comprehensive influence of public security management which caused by network consensus was listed with positive and negative aspects. Furthermore, the new method of mangement and guidanceof network consensus were discussed basedon those two incidents.
