Development of value-added services in traditional telecommunication network has such disadvantages as high cost and long period, because development is related to specific communication protocols and signalings. NGN is a business-driven network, with the characteristics of separation between service layer, call control and underlying bearer. It is a packet-based network that can provide voice, data, multimedia and other services. The major feature of NGN service creation is the use of object-oriented API, which hides the protocol details of the underlying network and allows third party application developers to have access to network resources to create all kinds of value-added services, so that it is only necessary for the developers to focus on service logic, thus accelerating the development of NGN services.The thesis outlines the research background and significance of the subject, which is followed by an introduction of NGN, the architecture of NGN and three main methods of service creation in NGN. Parlay/OSA API is then selected for development of value-added services. And this thesis analyses the architecture of Parlay/OSA API, describes framework interfaces, service interfaces, interface technologies and operation mechanism of Parlay/OSA in detail. Based on Parlay/OSA API, value-added services are created, including"SMS Filter"service and"Position and Calling"service, so as to resolve problems of spam messages and user location respectively. The whole process of design and realization of service creation is given in detail. At the end of this thesis, the two services are implemented in the Ericsson NRG simulator.
