At the end of 2003, SARFT published "Comments on the Promotion of Radio and Television Industry" (hereinafter referred to as "Comments"), which formally endowed private TV companies legal identity, started a new era of China's private TV companies. Since then, a number of policies and measures have issued gradually to relax restrictions on private TV companies, which have been integrated into the development of national cultural industry.The study period of this paper is since the issuing of "Comments". At the beginning, this paper analyzes policies related to private TV companies in detail one by one, seeking good policies for fast development of private TV companies. Then, in order to show current policy and market environment of private TV companies comprehensively, this paper analyzes the competition among private TV companies, state-run radio and TV groups, foreign media groups and "mixed-ownership TV groups" in the market. Secondly, with relevant data and typical cases, this paper provides an overview of private TV companies'scale. Afterwards, according to private TV companies' business scope, self-positioning and developing direction, this paper divides private TV companies into three types as type of media group, type of content provider and type of serving TV stations. Meanwhile, in this paper, private TV companies are sorted into three business models as single TV content development business model, pluralistic media industry business model and cooperative TV channels business model. After that, this paper analyzes problems of private TV companies from such six aspects as policy, legal, content, capital, talent and management. Based on a systematic analysis of private TV companies above their size, type, business model and problems, there is a complete description of private TV companies' current development. Then, according to current status and problems of private TV companies, close connecting with private TV companies'current policy and market environment and taking advantage of current favorable policies, this paper try to explore effective routes for private TV companies' development. The exploration related to existing policies is from such six aspects as innovating content creation, expanding broadcast channels, adjusting development strategies, broadening financing channels and changing management style. Finally, according to the research results, this paper forecast the prospects of private TV companies and confirms them as an important part of China's media industry. It is certain that based on broadcasting policies' open, with the deepening of media industry's marketization level, private TV companies will have much further development.
