At present, China's monitoring of superhighway safety information has been entered the stage of application networking. The superhighway traffic monitoring system in some provinces of the developed economies has initially established. But as the front-end monitoring across device types, data format, transfer the agreement, causing all kinds of monitoring equipment integration difficulties, the area between sections, cross sections, highway and traffic monitoring information could not be efficient convergence between national and provincial road. A large number of various types of traffic control resources are wide coverage. However, lacking of staff supervision, limited for real-time display devices and places,that cause issues that most of these resources are lost out of control.To this end, the project has developed part of the technical module of a wide range of traffic monitoring for resource management system. This can effectively manage all types of traffic control device, such as video surveillance equipment, smart card port facilities, traffic flow detection equipment. The system of Highway-related visually displayed in front of users information as graphics, images, or images of text,first of all, this paper has analyzed the traffic management system based on GIS and the overall software architecture, Including the monitoring resources management system, software of institutional framework, the division of software module. According to the structure of the software framework, we make the code consistent with national monitoring equipment, and the national standards of traffic information, we have given the encoding of traffic monitoring equipment, and have completed the structural design of the frame, this allows the encoding of traffic monitoring equipment is more compliant. Secondly, the article has analyzed the overall system function, given tasks and levels of demand based on the partition of program module, and ready to refine the further research project. On this basis, the paper on the Oracle software platform was designed to fit in the GIS database list structure, and has given examples of table relationships with the ER diagram. And the system has used the GIS software platform for ARCGIS Design, including ARCMAP, ARCGIS-SERVER, ARCSDE and other software, And given the module sample for map browse. Finally, this article has presented some software operating instructions. The Modules of the system was as part of the whole system "Regional road network traffic integration application and demonstration of safety monitoring information network" technology module. It can provide technical support to the traffic Administrative Department of the full and effective utilization of transport resources, and can promote the entire highway network management modernization and Informatization. This can enable the capacity of the freeway system to be brought into full play.
