ShengLi oilfield is an important oil industry base in the east of china, is the nation's second largest oil field, located at the Yellow River delta region in coast of the Bohai Sea,which plays a tremendous role by the superior geographical position, the perfect infrastructure, transportation, and developed communications. Shengli oilfield both produce large amounts of the energy, but also consume large amounts of energy.In 2008, ShengLi oilfield consumped energy standard coal equivalent 495.08 tons. "11th five-year plan" period, ShengLi oilfield's safety of production for five consecutive years was rated as advanced enterprise in shandong province and sinopec safety production units. "12th five-year" planning, sinopec, shandong government put forward higher energy conservation and emission reduction targets requirement of ShengLi oilfield. Strengthening the energy-saving quantitative management and dynamic management are particularly important for ShengLi oilfield.The original ShengLi oilfield energy-saving integrated information management system has already cannot satisfy the needs of the new era. This topic is mainly based on the investigation and study in detail, through information technology to achieve energy saving indicators dynamic management at all levels, multi-point acquisition, centralized management, multi-level shared goals for the Shengli Petroleum Administration to provide energy decision support.This paper describes the dynamic energy management system requirements analysis, design and development implementation process. Full text is divided into the introduction, related key technology introduction and analysis, system requirement analysis, system design and system overall detailed design and implementation, and conclusion six parts. "Introduction" are mainly introduced in this project background, development target and energy-saving management status; "Related key technology introduction and analysis" expounds the key technology of this project USES; "The system is introduced through detailed requirements analysis" research summary demand analysis conclusion; "The whole system design" introduces the system of general function structure and hierarchical structure; "The system is detailed introduced the design and realization" three key module detailed design and implementation; Part of the "conclusion," summarized review the entire development. This system in ShengLi oilfield technical supervision place after 3 months commissioning, has now officially launched operation. After the system administrator eateemed customers already can accomplish the system maintenance work, overall current operation ideal dynamic management, envoys can work on a new level, and achieve the objective of the development of the system.
