With the continuous development of the society, the degree of urbanization is increasing; the energy consumption of urban construction is becoming more and more serious. Before carrying out these works, the need for building energy consumption in the current city has a more accurate understanding of the situation. Only in the construction of the energy consumption information has a more accurate understanding of the management to develop a more scientific and reasonable policy. Therefore, the design of a building energy consumption monitoring system based on the online energy saving monitoring system for building energy consumption data and scientific analysis has important practical significance.This paper is based on the relevant requirements of energy saving online monitoring management and field research, according to software development theory and project management theory, the system uses the current more popular development technology Struts, Spring technology and database access technology, MVC design pattern, and the combination of Server SQL 2005 database technology, design and development of My eclipse platform. System according to the software engineering analysis, the system uses the relevant technology, and then the system is analyzed, including feasibility analysis, functional analysis and non-functional analysis. Then, from the outline design, detailed design and database design, system design, system implementation, and based on B/S energy saving online monitoring management system to carry out the three aspects, which is based on B/S energy saving monitoring management system is divided into five major modules: dynamic monitoring, energy saving potential analysis, energy saving assessment, energy saving information service, energy consumption early warning, system management.This system is a system engineering, design is mainly responsible for three key technical problems: data storage module design, database access interface in data display, data acquisition in multi thread implementation. Database design is the design of the database to store the information from the structure of the data. In addition to the security of database access, the user information of the database is encrypted. Data access is mainly based on ADO implementation. This is a standardized access interface, is conducive to improve the efficiency of database access. In the data acquisition, in order to solve the problem of communication between real time and multi data acquisition system, the multi thread technology is adopted. Multi thread technology can be a separate thread that can be allocated to each collector, and it can improve the efficiency of data acquisition.
