Along with the development of e-government and the implementation of the government information publicity regulation, the governments at various levels are in great need of a platform to integrate various organizations'e-government information to realize the e-government information resources be shared, so they can serve internally for government, and externally service with the public. Electronic files are springing, The problem of how to keep them safely has becoming to be a severely test. How can not only satisfy the public's real-time requirement of e-government information, and do not damage the electronic document information's authenticity, integrity, and availability, save social memory permanently, has become the problems to be solved. This article has studied the main obstacles in the course of our country electronic documents center construction systematically from the macroscopic angle. And I has compared the practical cases of different provinces electronic documents center. This paper is divided into five chapters. The first chapter is the introduction section. Introduce the current research situation of electronic documents center in china and abroad. The second chapter presents the electronic document center's connotation and theoretical basis. The third chapter presents the business process of electronic document center, and the problems of maintenance about them. The fourth chapter analyzed the obstacles in the construction of Chinese electronic document center deeply, and put forward the corresponding strategies for them. The fifth chapter compared and analyzed the current electronic document center construction modes among four provinces and cities.
