| With the development and application of computer and network technology, many departments begin to pay attention to the collection and management of electronic-file. Recently, executive departments of file management at all levels have made a great progress on electronic-file management:besides valuing it more, they also put forward a series of standards and systems. Being a kind of informative files, electronic-file is also a kind of basic and original informative resource, an important component of the national informative resource. Great practical significance lies in the development and use of electronic-file as well as the sharing of it. However, several problems, such as how to use electronic-file and how to integrate it to realize resource sharing, still remain unsolved, which has already become the urgent task of the file system.It is an enormous project to share the electronic-file resource that requires the cooperation of each department in the government. Up to now, although some beneficial attempt have been made, we are still at the phase of exploring lots of untouched tasks.Construction of electronic documentation center within the region to implement centralized management of electronic documents are conducive to the safe custody of electronic documents, shared use, long-term preservation, reflects the intensive and professional development. Qingdao electronic document system uses B/S three-tier architecture framework as an electronic filing system documentation center infrastructure, mainly for electronic filing, management and sharing the use of features such centers, including electronic filing system, electronic document distribution system and electronic file using the system three modules.This paper is one of the experimental projects of electronic government affairs in Qingdao. Above all the author introduces the basis of electronic-file management, coming up with a proposal—to build a Digital Files Center. This paper focuses on electronic document center software, hardware and database construction of ideas and the realization method, and electronic documentation center of the key technologies of concrete description. |
