Harbin Municipal Research Department E-Government System can be used as an Internet platform for policy research and information consultation. The implementation of this system has many positive meanings:by means of the Internet, it is interoperable among provinces, autonomous regions, and municipal research departments to achieve a zero-distance communication; expanding the influence by concentrating on propagating dynamics of work and mental outlook of policy research departments; learning about the social condition and public opinions and advancing the scientific decision-making through the way of mutual communication to serve the society and the public better; better providing consultation about the decision-making for each class of governments, business controllers and publics; integrating the information resources of policy research area to provide investigation and manuscripts synthesis to the policy researchers.This paper mainly introduced the development of e-government system by use of J2EE system platform. It contains six chapters in all and mainly explained the general design and the specific realization of the government web site built on J2EE pattern and technology of Hibernate.The text begins with the analysis of work process of the e-government system and makes use of the method of software engineering, conducting the process of data flow description, modularization design and the specific analysis of work process to the system. Meanwhile, it also introduced the J2EE technical norm, the features of B/S structure and how to design and exploit the software using J2EE system platform. It especially mentioned the specific application of the reconfigurable technology. With the content going deep, the paper concretely explained the course of exploiting the e-government system built on Web by use of MFC mode and related technology. Particularly, the general design of system and the analytic segment have completed actual government affair's flow and customization of business modules and successive mapping of the implementation of design structure. The paper thinks that the structure can be decided by requirements, completing a series of overall program establishment including B/S structure selection and MVC pattern of development and graphical interface development, etc. It uses Micro-architecture design method to define the logical structure of overall system to lay a theoretical foundation for software development. The design and implementation of e-government system of Harbin Municipal Research Department have the following characteristics:1. The general systemic structure based on two systems: standardization of e-government support system and unified security of e-government support system. These two systems ensure standardization and interchangeability of the system.2. The system uses a J2EE structure and the object-oriented middleware technology and has designed an independent database based on multi-tier application. It achieves the independence between System implementation and operating system platform.3. Basing on J2EE structure, this paper adopts a strategy of Struts, Spring, Hibernate integrated framework and defines logical structure of system in stratification to ensure the scalability and security of system.4. Utilizing Reconfigurable Technology, Chief system can re-organize business process according to actual business adjustment and changes of personnel's authority. The administrator can adjust the process through a tree diagram business bank at any time.5. Using the MVC design pattern, this paper compiles a large number of public foundation modules outside business process in the specific implementation, which facilitates systemic maintenance and upgrade.At the end of the paper, the author tested and analyzed the system. Operations of the actual system show that the system met users'needs and design requirements.After reading the text, one can not only clearly know the related knowledge of kernel technology of J2EE norm but also can grasp the integrated course of exploiting the e-government system through using J2EE system platform.
