Design And Implementation Of Government Procurement Online. Monitoring System Based On J2EE Lightweight Framework

Government procurement is the formal process through which official government agencies obtain goods,construction and services by using financial fund according to the enactive procurement catalogue.While it is upholding national interest and social benefit, the actual process of government procurement includes harmful informal acts, which brings responsibility of enhanced supervision to all governmental functional departments. Along with the fast developed economy, government purchasing quantity is constantly rising and purchasing sizing is enlarged year by year. Under this circumstance, limited resident supervisors and conventional means of investigation can hardly fit the sharply increased workload and the rapidly expanded government purchasing means. Therefore, it is necessary to vigorously develop the gorverment procurement mornitoring system, innovate the supervising mode and changing the supervising methods and targets to realize the automation and cybernation of supervision.This dissertation discusses implementation of the procurement mornitoring system bases on the developments of the government procurement online monitoring system in Su Zhou city of Jiang Su province. It first analyses the requirement of government procurement monitoring system including the target, the overall and functional requirement and shows a completed usecase model. Furthermore, an accomplished system design is presented including the design of functional modules and database.It also shows the multi-storey structure design of the system. Finally, it reveals the completed implementation of the supervise system using Struts,Spring,Hibernate framework techniques by showing the implementation of Presentation Layer,Business Service Layer and Persistence Layer of Superivse item handling module which was achieved by the author individually. In addition, revolutions to certain difficulties are given in the development of the system.At present, the system has been completed testing and operating normally, it meet the various needs of users to the system.
